Board Authority and Cases
Washington State’s Indeterminate Sentence Review Board (ISRB or Board) oversees two groups of felony offenders.
The first group has offense dates before July 1, 1984, and they have gone to prison (RCW 9.95.011(2)). These offenders must have a Board hearing before they can leave prison. Once the Board decides an offender can be released, the offender transfers to parole. More about this group of offenders is found in the PRE cases pages of this web site.
The Board is also in charge of certain types of sex offenders. Board sex offender cases must have offense dates after August 31, 2001 (RCW 9.94A.712) (Recodified to RCW 9.94A.507, Effective August 1, 2009). This group is called Community Custody Board (CCB) offenders. The Board also holds hearings to help them decide about releasing CCB offenders. CCB offenders transfer from prison to community custody. Department of Corrections staff supervises Board cases in the community (parole or community custody). Community Corrections Officers report to the Board when an offender breaks the rules of supervision. The Board then reviews the reported events. If the Board finds an offender guilty, return to prison is possible.
Note: Felony offenses with dates on or after July 1, 1984, including sex offenses that do not come under the Board’s rule, get determinate sentences (RCW 9.94A).
